MEDIA ALERT: House Passes Bill to Replace Affordable Care Act

Wolters Kluwer Tax & Accounting:

What:

Yesterday, House Republicans passed a bill to repeal the Affordable Care Act (ACA), signed into law by President Obama in March 2010. The bill, which has had several fits and starts over the past few months, still needs Senate approval, which is widely believed to be an uphill battle. Wolters Kluwer Tax & Accounting is closely monitoring the GOP’s proposed American Health Care Act and has just released a new tax briefing with an analysis of the tax implications of the plan. Additionally, Wolters Kluwer tax experts are available to provide insight and analysis.

Why:

The proposed American Health Care Act (AHCA) would eliminate most of the ACA’s taxes, including the penalties connected with the individual and employer mandates, the net investment income (NII) tax and, in 2023, the Additional Medicare tax. Left in place, although delayed, would be the excise tax on high-dollar health plans.

Who:

Tax expert Mark Luscombe, JD, LL.M, CPA and Principal Federal Tax Analyst for Wolters Kluwer Tax & Accounting, is available for interviews and in-depth background and analysis about the tax implications of the House GOP’s American Health Care Act. Among the topics Mark can discuss:

• What the immediate “repeal” of the individual/employer mandates means to individuals currently covered under the ACA

• The differences between the original House AHCA bill that was pulled from a floor vote on March 24 and the final version

• How the new refundable, age-based credit would work

• Which tax provisions would remain from the Affordable Care Act

• How net investment income tax is affected

• How health savings accounts may be impacted

• The impact on Medicare tax

• Proposed changes to the medical expense deduction and health flexible spending accounts

Wolters Kluwer/Solid start to the year/BUY

Wolters Kluwer reported a solid 1H25 update. We make small adjustments to our organic growth and margin forecasts, but it is mainly FX headwinds that bring down our top-line estimates by low-single-digit percentages in the coming years. We reiterate our BUY rating and lower our target price per share to €173 (from €178).
