France: Does a high degree of employment protection lead to a weak work effort?

French wage earners enjoy: A high degree of employment protection if they are on a permanent contract; Generous unemployment benefits; High welfare benefits. All this could reduce the incentive for work effort and therefore lead to low labour productivity. The level of productivity must be corrected for the possible effects of France’s low employment rate (a low employment rate among the low-skilled mechanically increases productivity, since low-productivity individuals do not have a job). Even when this adjustment is made, we find that the level of labour productivity is high in France: the high degree of employment protection does not lead to a weak work effort .
