Visit note: ITD Cementation (Unrated); Metro Line-3 visit takeaways - Complex execution work on track

  • We present key takeaways from our visit to the Metro Line-3 site (package 4) being executed by ITD Cementation (ITD).

  • Mumbai Metro Line-3, with a length of 33.5km and project cost of Rs231bn, consists of 27 stations (26 of which are underground). Mumbai Metro Rail Corporation (MMRC) has divided the project into 7 packages (Contractors (in JVs): L&T (2), JKIL (2), HCC (1), Soma (1) and ITD (1)). ITD, in JV with Continental Engineering Corporation (CEC) and Tata Projects Ltd (TPL), is executing package 4 worth Rs28.3bn of Mumbai Metro Line-3 (Colaba to Seepz) project.
  • ITD’s scope of work includes design and construction of underground section (the company is working on the stretch from Worli to Dharavi). These comprise 3 underground stations - SiddhiVinayak, Dadar and Shitaladevi Temple - and associated tunnel boring work.
  • Work on the project commenced in July 2016 and is scheduled for completion by Jan 2021. However, given some initial delays, ITD has sought extension and expects to complete the project by Dec 2021.
  • The company is executing tunnelling of 5.5km stretch (twin tunnels), of which, it has completed ~50% (2.7km). Overall, ITD executed 34.6% of the project as on Dec 2018. Initially, the company held 40% (Rs11.3bn) share in the JV, which was subsequently increased to 60% (Rs17bn) with TPL’s holding maintained 40% share.
  • For tunnelling purpose, currently, 3 TBMs (tunnel boring machines) are operating simultaneously at an average execution pace of 250 metres per month per machine. About 250 engineers and 1,200 labourers (expected to increase to 2,000) are deployed on the site.
  • ITD management highlighted that payment from MMRC has been smooth and timely, as the project is JICA funded.
  • Key challenges that ITD sees in the execution of the metro project include, management of utilities in congested areas, diversion of traffic, ensuring safety of buildings and structures while tunnelling under them and ensuring safe practices in the underground work spaces.

·      Overall, work on the project is running smooth with co-operation from MMRC and all other stakeholders in place.
