U.K. Home Office Selects Consortium of Accenture and Certus Solutions to Transform Back-Office Services

Accenture (NYSE:ACN) and Certus Solutions have been selected by the United Kingdom Home Office to deliver a new enterprise resource planning (ERP) system designed to transform the way the Home Office delivers back-office services across finance, procurement, human resources (HR), customer service and payroll-related functions. The two-year contract, valued at approximately £20 million, was awarded after a competitive tendering process and under the U.K. government’s G-Cloud (G8) supplier framework.

The goal of the project is to help the Home Office reduce operational costs, increase operational efficiencies and improve service levels through adoption of new technology applications and processes across its HR, finance, procurement, payroll and customer service functions.

The G-Cloud framework is managed by Crown Commercial Service (CCS), which supports the UK public sector to achieve maximum commercial value when procuring common goods and services.

The ERP system, known as Metis, will be configured on the Oracle Cloud platform, drawing on Accenture’s Enterprise Services for Government approach to implementing efficient and digitally enabled back-office service functions for governments and Certus Solutions’ engage.gov™ templated solution and accelerator for government.

The Home Office is committed to cross-government alignment of back-office services,” said Richard Hornby, Director of Finance and Estates at the Home Office. “This is an exciting project that will enable the Home Office to embrace opportunities for best practice ways of working in line with other world class organisations. We look forward to working with our implementation partners to achieve improvements which will simplify processes and free our people up to deliver the important work of the Department: keeping citizens and the country secure.”

As project lead, Accenture will be responsible for all programme management, business change, technical integration and client reporting requirements. Certus Solutions with Accenture will deliver the functional configuration of the platform. Together the two companies will help the Home Office transfer applications to a cloud-based software as a service model and support the adoption of the technology by almost 30,000 users in the U.K. and overseas. The project is one of the largest Oracle Cloud implementations by a U.K. government department to-date.

“We are delighted to be selected for this project and look forward to helping the Home Office meet its digital transformation goals through the deployment of cloud and mobile technologies,” said Mark Lyons, who leads Accenture’s Health & Public Service business in the U.K.

Mark Sweeny, chief executive of Certus Solutions, said, “We look forward to teaming with Accenture to deliver this exciting project for the Home Office. Certus has extensive proven experience deploying Oracle Cloud solutions for government departments such as the U.K. Office for National Statistics among others. We look forward to helping the Home Office achieve its vision for best-practice cloud-based service delivery over the coming years.”

ODDO : Shift to more favourable cycle to ease AI pressure on sector va...

While we do not deny the uncertainties and risks associated with artificial intelligence (pricing pressures, organisational change, etc.), we remain constructive on this issue, given the significant volume opportunities in prospect for the sector with the integration of agentic AI. Moreover, improving growth momentum in 2026 should reduce pressure on sector valuations (discount >30% vs Stoxx 600 vs a premium of 10% four years ago). On this basis, we have upgraded Bechtle (Outperform vs Neutral),...
