The Colombian government and the leftist rebel group FARC's new attempt to end 52 years of civil war is likely to be ratifed by Congress and implemented despite potential opposition dismay. President Juan Manuel Santos, who has staked his political career on peace, will likely avoid the risk of going to a referendum and settle for ratifcation of the new deal, which was signed on Nov 12, via a Congress in which the government can still count on a majority.
