Poland: PiS's local election victory looks better in official results, but still partial
• PiS will boost control of provincial legislatures to at least 6 of 16 from 1 after 2014• PiS won 254 seats in provincial legislatures, beating the Civic Coalition's 194 and well up from 2014
• But PiS lost big in cities and its overall support fell from 2015
• Civic Coalition's Warsaw win highlights PiS's failure in big cities, but all is not rosy for opposition bloc either
• PSL did better than its polling level and survived, but it did not win any province and saw its seat total drop sharply
• Turnout was a record high 54.96% for a local election, showing motivation for PiS and anti-PiS forces
