President Zeman reportedly refused to appoint Smarda as culture minister

- It puts CSSD into a very delicate position, as it would be a breach of ruling coalition agreement
- CSSD cabinet members may choose to resign and force end of this cabinet; culture minister Stanek might spoil plan by staying in office
- CSSD doesn't have a lot of options, as it already bent to Zeman last year on foreign minister nomination
- If CSSD leaves, PM Babis could form an ANO-only cabinet with support of KSCM and SPD
- SPD would like to enter cabinet instead of CSSD, but we believe Babis would prefer an early election instead
- We expect Babis to do his best to save his cabinet, and Zeman might listen, as Babis has his trust
