Modest Impact to US Payment Networks from Russian Sanctions, Shifting Local Payment Market Dynamics

This commentary reviews the impact of Russia’s economic sanctions on U.S. payment networks.

Key highlights include:

• Visa, American Express and MasterCard have all announced the immediate suspension of their operations in Russia essentially unplugging cross-border card payments for Russian bankcards and inbound payments from international cardholders.

• In the absence of a material spillover effect to the global economy, the revenue impact to the U.S. payment networks from the lost card transactions is expected to be modest.

• The U.S. card payment networks generated most of their fees from card spending outside of Russia on cards issued by Russian banks (cross-border transactions) and, to a much lesser degree, from co-branded card spending in Russia.

“Over the medium to longer term, the sanction-related restrictions and the suspension of Russian operations by the major U.S. payment networks are likely to elevate Mir as the predominant network for domestic bank card issuance. Even though it is uncertain whether or when Visa, MasterCard and Amex will resume their Russian operations or when the sanctions will be lifted, the decoupling from U.S. payment networks is likely to intensify while co-badging with alternative global payment networks (such as UnionPay, JCB) for cross-border acceptance may become more prevalent for Russian card issuing banks.” said Yanni Koulouriotis, CFA, Vice President - Global FIG.
