The Energy Act 2019 was assented to last month (March 2019) and is expected to continue the liberalization of the power sector that began before the turn of the millennium. Key from the Act is the opening up of the power transmission, distribution and retail sector that is currently controlled by KPLC.
Reforms in the energy sector began with separation of generation from distribution in 1997 that led to the formation of KenGen as the power generator and KPLC as the transmitter, distributor and retailer.
Since the separation, the liberalization of power generation has attracted about 20 private investors (Independent Power Producers – IPPs). Generation has become more competitive, innovative and a source of quality electric energy.
On the controlled transmission and distribution side, challenges abound with high cost of power (mostly cited by manufacturers), reliability of supply due to frequent power-outs, low quality equipment and large power losses.
