Brexit: Northern Ireland noise can resolve

- Theresa May’s latest speech does not affect my views, nor does it make any progress in resolving recent disagreements over the Irish border. However, much of the outrage does not reflect what the controversial new draft deal contains.
- The common travel area is assured, and the common regulatory area does not break Northern Ireland off for the EU. It mostly affects goods, and regulatory divergence is allowed, it just comes at the cost of selective trade restrictions.
- An attempt to shift the customs border inside the UK is intolerable, but it relates to a no-deal contingency. Under a tariff-free arrangement, the customs border issues are small relative to others already tolerated to avoid a “hard border”.
