Brexit: withdrawal deal skews to soft Brexit

- A deal on the Withdrawal Agreement has been technically reached and the first step of the political process passed with its approval by the UK government’s cabinet. A sign-off summit is likely to be called in anticipation of political progress.
- My initial reading of the 585-page Agreement (also summarised in this piece) is that the UK is being hugged closer than expected at this stage. That aids the Irish border issue but risks further alienating Eurosceptic MPs.
- A review clause could serve as a potential exit from the backstop arrangement. To pass parliament, official legal guidance to this effect may be necessary, along with a declaration on future relations that leaves room for a hard-Brexit reset.
