Preview: UK Budget boxed in by manifesto

- The upcoming Fiscal Statement needs to formally account for the restated public finance data, Sep-19 Spending Round splurge, manifesto pledges, and the macro news. These other factors crush the better launching-off point from 2019-20.
- Delivering on past pledges is important to the government, and I expect it to stick to its manifesto, both on its new policies and aim to balance the current budget. Doing the latter leaves no room to do more than the former for net fiscal impact.
