New York, February 15, 2017-- Summary Rating Rationale. Moody's Investors Service has upgraded the rating of Fairfax County EDA's Transportation District Improvement Revenue and Refunding Bonds to Aaa from Aa1. The Aaa rating is the same as Fairfax County's general obligation unlimited tax rating.
