UTILITIES: Payment security mechanism up and running; Poses risk to NTPC’s surcharge income
In Jun’19, India’s power ministry had directed regional load dispatch centers (RLDCs) to dispatch power only if DISCOMs issued a letter of credit (LC) against this purchase. Note that most PPAs mandate a payment security mechanism (PSM) –such as an LC – to be in place. However, its implementation has been marred by (a) inadequate LC issuances and (b) generators’ reluctance to encash LCs against such large and (at times) single PPA customer. Also, DISCOMs’ overdues to generators have increased (Exhibit 1) over the past few years.
Against this backdrop, the ministry sensed the need to involve RLDCs in the process. We believe that RLDCs – given their role as power dispatchers and grid monitors – are an apt choice to mediate and facilitate smooth functioning of such a PSM. The new mechanism has come into effect from 1st Aug’19. Our interactions suggest RLDCs have been strict in its enactment across the country.
