Somewhat belatedly, we update our continuing analyses on US mattress imports, with the July 2023 mattress import data as posted on the Department of Commerce, US International Trade Commission Data Web at Importantly, we also discuss and comment on the progress of the July 2023 anti-dumping duty (AD) / countervailing duty (CVD) petition and the preliminary investigations by the USITC. Following an August 18 conference, the USITC issued a Preliminary Findings and Staff Report that found “a reasonable indication that an industry in the United States is materially injured by reason of imports of mattresses” from 12 countries listed under New AD12 at the right. The investigation now proceeds to a final stage and then the determination of tariffs against the 12 countries. Action on the CVD petition against Indonesia is pending. The 2023 anti-dumping petition, combined with those exporters targeted in the 2020 action, represents the source of roughly 95% of all US mattress imports. Mattress imports dropped sharply in July. Total imports fell 7% versus the prior year and 26% versus June 2023. Imports from the AD8, the original 2019 targets of anti-dumping actions, fell 48% sequentially. Imports from the 12 countries targeted in 2023 fell 20%. Sharply lower July imports follow six months of increases. It raises the question whether rising imports in the first half of 2023 were in anticipation of penalties later this year. Mexico remains the largest single exporter of mattresses to the US. As noted last month, Mexico is included in the 12 countries targeted by the anti-dumping petition. In July, Mexico represented 43% of unit imports and 54% of the dollar value.
