Health IT and Cybersecurity Expert Joins NCI

NCI, Inc. (NASDAQ:NCIT), a leading provider of information technology (IT) and professional services and solutions to U.S. Federal Government agencies, today announced James Bowlin has joined the executive team as vice president of cyber security engineering. He will be responsible for leading NCI’s enterprise strategy for the cyber market.

Bowlin brings more than 15 years of experience in cybersecurity, software development, and system of systems integrations across high visibility Department of Defense (DoD) and Veterans Affairs (VA) programs.

In his most recent role, he served as the Atlantic technical expert for information assurance (IA) policy and risk management at Space and Naval Warfare Systems Command (SPAWAR) Atlantic. Bowlin was the chief engineer for the Defense Health Agency’s (DHA) Defense Medical Information Exchange (DMIX) Program Office, overseeing security engineering for multiple programs and legacy systems such as the Clinical Health Data Repository (CHDR), Bidirectional Health Information Exchange (BHIE) Adaptors and Viewers, BHIE Armed Forces Health Longitudinal Technology Application (AHLTA), BHIE SHARE, Terminology Services, DMIX Data Exchange Service (DES) and Joint Legacy Viewer (JLV). He provided security guidance to the DMIX program office to further enable seamless medical data sharing and interoperability adhering to national standard.

DMIX is part of DHA’s larger deployment of a single electronic health record (EHR), called GENESIS, which aims to transform and advance healthcare delivery and data sharing. After his role serving the DMIX program office, Bowlin took on the position of lead interface engineer for GENESIS.

“Securing health data is a cornerstone to progress in interoperable EHRs for our veterans, active duty military and their families,” said Paul A. Dillahay, NCI president and CEO. “NCI welcomes James to our executive team and we look forward to having him work with our customers to provide solutions to their most complex engineering challenges.”

In addition to his achievements with DHA, Bowlin also served in functionary roles with the VA. He was tapped as the lead security engineer to integrate and implement an Agile information assurance framework for the Veterans Benefits Management System (VBMS) — accelerating the agency’s commitment to improve engagement with veterans and beneficiaries through the fast delivery of high quality, Agile-driven IT solutions.

Sandra Gillespie, senior vice president and general manager of the Agile and Analytics Sector at NCI, commented, “James has significant experience with integrating and implementing security in an Agile and DevOps environment within federal agencies, such as DHA and the VA. As government IT infrastructure and modernization needs become more dynamic, James’ focus will be supporting innovative solution development that secures federal health data environments.”

NCI’s cybersecurity and advanced Agile analytics offerings help federal agencies such as DHA and VA, securely unleash the power of their data to achieve better user experiences, enhanced predictive analytics and more effective fraud detection.

Bowlin is a certified ethical hacker, certified information systems security professional (CISSP), security+ holder, and fully qualified Navy and Marine Corps validator.

Bowlin Examines Agile Cybersecurity Engineering

Bowlin has authored a white paper, “A New Model to ATO: Agile Cybersecurity Engineering.” In this paper, he examines how Agile-driven cybersecurity is helping federal agencies achieve more proactive and continuous system authority to operate (ATO) designations. Bowlin will be available for additional comments at the upcoming Defense Health IT Symposium (DHITS) taking place July 25‒27 in Orlando. You also can access the white paper here.
