McClure is a respected leader with expertise in federal IT operations, modernization and security, as well as corporate development and growth strategy. He joins Accenture Federal Services from Coalfire Federal (formerly Veris Group), a cyber security professional services firm, where he served as chief strategist, helping government and industry clients enhance their performance through digital transformation.

Before joining Coalfire, McClure was associate administrator of Citizen Services & Innovative Technologies at the U.S. General Services Administration. In that role, which he held from 2009 to 2014, McClure led the launch of several pioneering government-wide technology initiatives, including Data.gov, Challenge.gov and FedRAMP – the federal government’s comprehensive cloud computing security program.

Earlier in his career, McClure was a managing vice president for government technology research at Gartner, where he examined trends, directions, issues and solutions for public-sector CIOs and IT managers. McClure also served as vice president for eGovernment at the Council for Excellence in Government, focusing on public/private-sector IT management best practices. Prior to that position, McClure was director of Government IT Management at the US Government Accountability Office, where he was instrumental in crafting legislation such as the Clinger-Cohen Act and developing best practices for capital planning and investment, performance management, and IT human capital.

He is the author of several reports on topics including CIO leadership practices, business-driven cloud adoption, federal cyber-security paradigms, and security-proofing agency business processes, and he has served as Executive Chair of ACT-IAC’s Industry Advisory Council.

McClure earned bachelor’s and master’s degrees from The University of Texas and a Ph.D. in public policy, administration and research methods from University of North Texas.
