Citigroup's progress is underappreciated.
We see President Donald Trump's plans to review rules enacted as a result of the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act as an opening salvo in an effort to ease the regulatory burden on the nation's banks.
