On US-China trade decoupling

Last April, when Donald Trump began threatening China with 100%+ tariffs, everyone panicked. The same threat made last week was quickly seen as an inconsequential announcement, yet another example of the TACO effect, a pressure tactic before a meeting with President Xi. The conventional wisdom is that a trade war between the two economic giants would cause so much damage on both sides that it won't happen. The rhetoric is warlike, not the actions. Are we sure? Since Trump's first term, there has been a decoupling between the US and China. It has intensified this year, causing major knock-on effects in global trade.
