US: what should be protected as a priority, jobs or the unemployed?

Relative to February’s business cycle peak, some 15 million jobs are missing in the US. The good news is that this is down on the April figure when the shortfall stood at 22 million. To date, those who have lost their jobs have, on the whole, seen their incomes rise as unemployment benefits have been increased, but that support is expected to decline in August.
