Emerging Europe Refining: Time to wash your hands of refining? (Hellenic Petroleum, Lotos, MOL, Motor Oil Hellas, NIS, OMV, OMV Petrom, PKN Orlen, Tupras)

In our previous refining sector report (published in May 2019), we were brimming with optimism that the coming IMO regulations were going to take the sector from famine to feast. However, just as the IMO effects began to creep through, COVID-19 came to bat away any happy expectations. Under normal circumstances, USD 20/bbl oil might be positive for refining margins, but not when that price is caused by a complete collapse in demand. In the traditional manner, demand is evaporating just as a higher than normal amount of capacity is being commissioned. Diversification often helps in times of tribulation, but producing oil and gas at these prices is hardly a get out of jail free card, while retail traffic is down sharply in many markets and, when nobody is shopping, demand for petrochemicals disappears. We view PKN Orlen (BUY, 12M price target (PT) PLN 81.8, 33.0% upside), MOL (BUY, 12M PT HUF 2,500, 24.4% upside), Motor Oil Hellas (BUY, 12M PT EUR 16.7, 26.5% upside), OMV (BUY, PT EUR 31.4, 15.2% upside) and NIS (BUY, PT RSD 702, 32% upside) as the most resistant to the effects of the virus; while OMV Petrom (HOLD, PT RON 0.30, -1.3% upside), Lotos (HOLD, PT PLN 64.9, 3.3% upside) and Hellenic Petroleum (HOLD, PT EUR 6.49, 7.8% upside) are likely to display mild symptoms; and we believe that Tupras (SELL, PT TRY 77.0, -9.8% upside) needs to self-isolate.

Co. maintains oil exploration and production activities in the Baltic, North Sea and Norwegian Sea and operates three refineries in Gdansk, Jaslo and Czechowice, Poland. Co. markets its products in wholesale markets, as well as in retail markets through a network of petrol stations.
