FCC Accelerates Copper Retirement

Recently, we wrote about USTelecom – The Broadband Association – filing a petition (the “Petition”) seeking a change in FCC policy to facilitate retiring copper by allowing companies to discontinue voice services more easily. We thought it important not just for those carriers but also for reducing the unknown and non-economic costs of enterprises who may have valuable fiber assets but are not attractive to fiber buyers due to those costs. We also thought the FCC would act quickly to grant the Petition. Yesterday, the FCC released four orders that not only granted the relief sought in the Petition but went further to ease the path of copper retirement and discontinuance. In this note, we describe the FCC orders and their implications.
