Any reflection on the most appropriate economic policies for Europe must be based on three findings: Europe has insufficient investment and excess savings; The heterogeneity of European countries' situations is growing; Europe is lagging behind in terms of technology and the move upmarket. We must therefore try to define economic policies that correct Europe's three problems: borrowing Europe's excess savings to invest in the move upmarket by overweighting the troubled countries.
