Are business leaders skills in France a problem?

The starting point is the observation that French companies have modernised their capital much less, are much less often export-oriented, innovate less, and grow less than those in other OECD countries. What accounts for this situation? Not financial problems that would pre vent companies from investing, s ince French companies’ level of total investment is high, it is the investment in sophisticated equipment that is insufficient; The low level of labour force skills in France can be blamed , but other countries where the labour force has low skill levels (United States, Spain, Italy) have modernised their capital more than France; The leaves us with the assumption that the explanation is the skills of business leaders in France, as companies routinely produce the same goods with unsophisticated capital and do not export.
