Can we make sense of the structural hiring difficulties in the euro zone?

We compare euro-zone countries in order to determine what, structurally and not cyclically, growth-impeding hiring difficulties are associated with. At first sight , they may be explained by: Low labour force skills; A generous unemployment benefits system; Low wages at the bottom; Population ageing. A comparison of euro-zone countries shows that hiring difficulties are structurally linked to: Low labour force skills; A low relative wage level in domestic services ( i.e. low wages at the bottom ).
