Dangerous and non-dangerous debt

In some countries, debt is caused by a high level of savings: this debt is domestic, results from the fact that abundant savings are inevitably lent and is therefore not very dangerous . This is the case in China. In other countries, debt results from a savings shortfall: this debt is therefore primarily external and is dangerous . This is the case for example in Brazil, Argentina, Turkey, India and South Africa.
