European Union: In what cases can protectionism be useful or justified?

Most European political parties recommend a certain measure of protectionism; we therefore seek to determine in what cases a certain form of protectionism is legitimate: Definitely not on imported products that are no longer produced in the country because of international productive specialisation; Definitely against products imported from countries that do not comply with the international climate change agreements (CO 2 tax at the EU borders); Definitely in the case of strategic companies with increasing returns that first need to expand in the domestic market in the European Union.
