France: The lack of social mobility has led to a rejection of inequality and to major problems in an environment of tax and social competition

The French education system leads to a lack of social mobility and this contributes to a rejection of inequality, which nevertheless is low in France compared with other countries. But the context is one of strong tax and social competition between countries that requires corporate tax cuts, cuts in taxes on capital and labour market deregulation, and which therefore leads to an increase in inequality. All French governments will be faced with this conflict between public opinion’s rejection of inequality and the competitive pressure from other countries that, on the contrary, is increasing inequality.  Solving this conflict by using fiscal deficits (increased government transfer payments to low-income households, etc.) cannot be a long-term solution.
