France: The problem cannot possibly merely be one of the level of public spending

The coronavirus crisis has revealed the shortcomings of France’s health system, for example in comparison with Germany’s. The shortcomings of France’s education system are also well known, in addition to which there is a housing stock shortfall and a high number of poorly housed people. Yet public and total spending on healthcare, education and housing is higher in France than in other countries. The problem therefore cannot merely be one of the level of public spending and must lie elsewhere: organisation, the choice of priorities, methodological choices, the allocation of jobs, productivity, efficiency of public money.
