How can the euro zone invest sufficiently?

The euro zone's investment needs (both public investment, corporate investment and household investment) are very significant, due to: Ecological transition investments; The need to reshore strategic industries; The need to close the gap with the United States in terms of investment in new technologies; The need to increase spending on R&D, education, health care and the military (all of which can be considered as investments). How can the euro zone’s investment rate be massively increased? By transforming consumption into savings; By investing in the euro zone the capital that is currently invested in the rest of the world; By making the euro zone more attractive to foreign investment; By reducing the distribution of earnings to shareholders in order to invest the extra earnings retained in companies.
