How has the rise in global private savings been used?

The rise in the global private savings rate since 2008 is one possible explanation for the very low interest rates. How has this increase in savings been used? It may have been used to: Increase the fiscal deficit (increase current public spending or public investment or cut taxes); Increase investment in construction; Increase corporate productive investment. We find that the rise in the global private savings rate has been used solely to increase the global fiscal deficit, by increasing current public spending and then lowering taxes, without any lasting increase in global public investment.
