Is there a relationship between the level of unemployment and the rules of unemployment benefits and active labour market policies?

For 19 advanced OECD countries, we compare: The average unemployment rate for the 2002-2023 period and the 2010-2023 period; The maximum duration of unemployment benefits; The average amount of unemployment benefits relative to the average wage; The average amount of active labour market spending as a percentage of GDP. We see that the unemployment rate is not correlated with the maximum duration of unemployment benefits or with the average amount of unemployment benefits. In contrast, countries with high levels of active labour market spending (Denmark, the Netherlands, Sweden) have low unemployment rates .
