The ECB lets itself be dominated by governments

There have been two successive stages to governments’ dominan ce over the ECB: First, “fiscal dominance”: the ECB conducted an expansionary monetary policy to keep the euro-zone countries solvent despite their high debt ratios; Then “policy-mix management”: the ECB needed to offset the restrictive fiscal policy conducted by governments despite slowing growth. One could imagine another equilibrium where the ECB accepted to conduct an expansionary monetary policy only if governments conducted “the right policies”: no excessive public debt, sufficiently stimulatory fiscal policy when needed.
