What does Europe lack to become a great power?

Europe looks on as the United States and China jostle for the role of the world’s major , hegemonic power. Wh at is stopping Europe from also lay ing claim to be a major power? Of course, Europe lacks all the attributes of a state: a government, a budget, an army. In addition , economically: Europe’s capital markets are segmented, which means the euro cannot become the leading reserve currency; Europe has not managed to form large companies in the industries of the future; The average level of innovation, investment in new technologies, corporate modernisation and labour force skills in Europe is too low.
