What would the United States do if capital flowed into the dollar?

Capital is flowing out of China (due to the low interest rates and the weakening of growth), from the euro zone (due to negative interest rates and the weakening of growth) and from emerging countries (due to the major problems of several major emerging countries). This capital that is flowing out of China, the euro zone and emerging countries is mainly heading to the United States (into dollar-denominated assets). This may cause a marked appreciation of the dollar, which is not at all what the Trump administration wants for the United States. There would then probably be: Major Federal Reserve rate cuts, which is what financial markets expect; Currency interventions by the US Treasury.
