Why did labour productivity in the euro zone decouple from that in the United States in 1995?

Labour productivity in the euro zone decoupled from that in the United States in 1995. Why did productivity fall in the euro zone? We can imagine as possible explanations : Working time; Insufficient corporate investment; Insufficient corporate modernisation; A poor-quality education system; Labour force ageing; Deindustrialisation. Among all these possible explanations of the fall in per capita labour productivity in the euro zone relative to the United States, the reduction in working time in the euro zone is the only one that seems pertinent.
