Why has the level of product sophistication in France declined so much in 25 years? Because there is a twofold skill problem

It is startling to see the decline in the level of product sophistication in France since the 1990s, compared with Germany, for example, when the level of production costs has remained similar to that of Germany. What are the causes of the decline in France's level of product sophistication? Insufficient corporate spending on the modernisation of capital, and therefore probably a problem of business leaders' skills; A decline in labour force skills (relative to other countries), due to the decreasing efficiency of the education system.
