Why have interest rates remained higher in the United States than in the euro zone?

Since 2014, short-term and long - term interest rates have continuously remained higher in the United States than in the euro zone. How can this be explained? By the fact that the United States has a shortfall in savings and the euro zone excess savings; Because the US public debt ratio has continued to rise while that of the euro zone has started to decline; Because the Federal Reserve has had the right monetary policy timing (very expansionary monetary policy from 2008 to 2014) while the ECB switched far too late (2014-2015) to an expansionary monetary policy.
