NSR Policy: BEAD Adjustments Certain but Details Still Cloudy
Yesterday, we published a note on whether T, VZ/FYBR and CHTR or Musk will come out on top with revisions to the BEAD program that Republicans are contemplating. As we noted, there are numerous changes we felt confident Republicans would do, such as removing a fiber preference, that will have no material impact on publicly traded companies. But there are several other changes that could, including whether the federal government will impose a high-cost threshold on states that will shift funds from fiber to satellites and fixed wireless. Subsequently, there were multiple developments, including a Republican draft of legislation modifying the BEAD program, the Secretary of Commerce making comments on BEAD, several news reports, a BEAD letter from Texas, and a House hearing, all providing further evidence of the state of play. In this note, we summarize those new data points and refine our analysis of the likely impact on different providers.AT&T is a holding company. In addition, the company sells video and online advertising inventory to local, regional and national advertising customers and communications and managed solutions to enterprise customers. The company also owns and operates regional sports networks and local sports, news and community channels. The company owns and operates a two-way telecommunications network which passes various households and small and medium businesses across United States.
Verizon Communications is a holding company. Through its subsidiaries, the company provides communications, information and entertainment products and services to consumers, businesses and governmental agencies. The company has two reportable segments, Verizon Consumer Group (Consumer) and Verizon Business Group (Business). The company's Consumer segment provides consumer-focused wireless and wireline communications services and products under the Verizon brand and through wholesale and other arrangements. The company's Business segment provides, among others, wireless and wireline communications services and products, video and data services, corporate networking solutions, security and managed network services.
