Broadcaster NextGen TV Wish List: How Will It Play Out and Affect Others?

Broadcasting is the sector most likely to be directly affected by government policy in the next few years, but the impact of those changes is not limited to broadcasters themselves. These changes include revising the broadcast ownership rules (and reviews of the subsequent transactions), revising the broadcast public interest obligations, a potential (second) broadcast incentive auction, and an upgrade to a new broadcast standard that allows broadcasters to tap into new revenue streams. We will be reviewing all these issues over time; this note, however, focuses on the broadcast standard. Broadcasters have provided the FCC their NextGen TV wish list. We analyze the prospects for success, and how the policy decisions could affect others, such as Multi-Channel Video Programming Distributors (MVPDs), in the video value chain.
