Is Carr’s Pressure on YouTube a Leading Indicator of New Avenues of Media Regulation?

FCC Chair Brendan Carr sent a letter to Alphabet in which he repeated accusations that YouTube TV “deliberately marginalizes faith-based and family friendly content” by its failure to carry the Great American Family Network. In this note, we analyze the legal authority for FCC intervention in this matter as well as what the letter tells us about various avenues for government influence over currently non-regulated media services, such as virtual multichannel video distributors (MVPDs), as well as the implications for carriage disputes between content and traditional multichannel video providers (MVPDs) like cable and telcos.
