NSR Policy: BEAD Update: Lutnick Testifies, White House Clarifies, and Court Pauses Pause
As the market awaits guidance on how the Trump Administration will modify the BEAD program, new tea leaves emerged in the last 24 hours with Secretary Commerce nominee Lutnick providing some clues at his confirmation hearing and with the White House walking back the OMB memo we discussed yesterday. In this note, we analyze those events, as well as a court decision on the OMB memo, focusing in particular on how Lutnick’s answers cast light on the critical question of whether the new BEAD NTIA guidance will affect the relative spending of the funds on satellite or fiber.
