NSR Policy Quick Hit: ACP Amendment to FAA Fails to Launch, but a New Path Emerges

There was a lot of activity yesterday related to the FAA Reauthorization, legislation on which supporters of an amendment extending the Affordable Connectivity Program (ACP) had pinned their hopes. Those hopes, however, appear to be dashed by the end of the day. Senator Vance, one of the co-sponsors of the Amendment spoke on the Senate floor in support of the Amendment. But he also lamented that the Senate leadership “unfortunately does not seem to want” to allow a vote on the Amendment. That was consistent with what we have been hearing about the reluctance of the Senate leadership to allow non-germane amendments to the FAA Reauthorization and with various votes on considering amendments. Ultimately, in the evening, the Senate passed the FAA Reauthorization.
