Will FCC Enable More Fiber Transactions Through Changing Its Copper Retirement Policy?

Recently, US Telecom, a trade association representing incumbent local exchange carriers as well as other parts of the broadband ecosystem filed a petition (the “Petition”) seeking a change in FCC policy that would facilitate retiring copper by allowing companies to discontinue voice services more easily. It is important not just for those carriers but also for reducing the unknown and non-economic costs of enterprises who may have valuable fiber assets but are not attractive to fiber buyers due to those costs. In this note we describe the Petition, the likely FCC response and how that response might affect the market for fiber assets.
