Chief Economist's View - Putin's Plan for 2018-24: Social Policy, Growth and New Weapon

President Vladimir Putin made his annual address to the Federal Assembly today. Unsurprisingly, the address included not only an analysis of the previous 12 months, but also a program for the next six years of Putin's presidency, if he is re-elected. Given Putin's popularity, we do not expect any other outcome. We therefore consider today's address as an outline of the Kremlin's policy in 2018-24. The aim of the next government will be to ensure that Russia secures growth faster than the global average. Reducing red tape, constructing housing and investing in infrastructure and human capital will enable faster growth. However, it is unclear how these efforts would affect the budget. National defense will always be the Kremlin's top priority, foreign policy will remain relatively tough, and the likelihood of an escalation in tensions remains high.
