Russia is preparing to tap markets with a 7y euro-denominated placement. The choice of timing strikes many observers as peculiar: the borrower is either prepared to pay a significant premium to the secondary market (and/or compromise on the volume) or, which we cannot rule out, the placement is addressed to certain investors who had already expressed an interest in Russia's debt.
