Today, the key event will be a meeting of the Texas Railroad Commission, the agency that regulates the state's oil and gas industry, at which a proposal to cut output will be considered. However, this idea has met serious opposition from those in the US who believe that market forces should naturally limit output. If the proposal to mandate output cuts is turned down, as is expected, oil will likely retreat, which we think will push the ruble back to 74.
