Russia Sanctions - US Senate Amendment Broad, Vague and Concerning

The US Senate on Wednesday passed Amendment SA 232, also known as the "Counter Russian Influence in Europe and Eurasia Act of 2017," by a vote of 97-2, a rare case of near-absolute bipartisan unity. The amendment must still pass the Senate as part of the wider S 722 Iran sanctions bill before then going before the House of Representatives and, finally, to President Donald Trump. In this note, we summarize the key developments and implications for investors, finding that, for the time being, the fears of what will come of the ongoing congressional action are more meaningful for the market than the announced measures themselves.
