MARKET COMMENT - RELIEF RALLIES YESTERDAY AND TODAY; A NEW SANCTION THREATRussia's 8.5-9.1% gain led markets in yesterday's global rally, though in the evening news emerged that may tie further gains in oil prices to new potential sanction threats. In any case, for now all global and local indicators look improved, and we expect the market to rise early this morning.
