Climate policies: The two versions of degrowth
To meet the international climate commitments (net carbon neutrality by 2050 in most countries), two versions of degrowth are conceivable: Reduce global GDP to reduce CO 2 emissions, because energy efficiency cannot be improved faster and energy production cannot be decarbonised faster; Reduce consumption so that there are more savings to finance the additional investment that will make the energy transition happen without reducing GDP growth (investments in renewable energy generation, the decarbonisation of industry, the thermal renovation of buildings). There would then be degrowth in consumption, but not in GDP. The second version of degrowth seems preferable.
